The head of the Ministry for the Development of the Far East, Alexander Galushka, in an interview with Rossiyskaya Gazeta, spoke about plans to locate Chinese factories in Russia. This information has already seriously alarmed the residents of the Far Eastern Federal District, who in social networks started talking about the transformation of the region "into a dump for hazardous industries from the PRC." The head of the Ministry for the Development of the Russian Far East hastened to dispel these rumors.

“We are by no means talking about the transfer of old production facilities from Chinese territory. The speech is exclusively about investments in the creation of new modern enterprises, - said Alexander Galushka. - Let's look at this issue. For the sake of objectivity, I want to note that China did not offer anything. This is a global initiative of this country - to build enterprises abroad - and China will build them wherever it gets adequate conditions - in Asia, America or Europe. This is a global investment, and there is a serious competition among entire countries to receive these investments. "

According to the relevant ministry, China may move 12 priority sectors of the economy to the Far East. However, so far these are only declarations. According to Alexander Galushka, we still have to fight for the Chinese factories with friendly Kazakhstan. This partner of Russia in the Eurasian Economic Union has seriously relied on investments from the PRC. Kazakhstan has signed a memorandum of cooperation with the PRC in this area.

“We strive to win the competition for investment. At the same time, we do not offer anything to Chinese investors that would be different from a similar offer to Korean, Japanese, Australian, Singaporean investors, the minister added. - Competitive investment conditions have been formed in the Russian Far East, and we see the demand for these conditions on the part of Russian and foreign business. Including Chinese. Our country is interested in the arrival of high-quality investors who are ready to build new modern enterprises, create jobs for Russians, pay taxes, comply with Russian legislation, including environmental legislation. "

“But in fact there are no agreements,” says Mikhail Udovichenko, Director of the Investment Projects Department of the Center for Organization of Cooperation. “This was just one of the ideas, which, at their insistence, was included in the memorandum of cooperation with the SCRR, signed in December 2015. And in general, the so-called“ transfer ”of capacities from the PRC itself is difficult to interpret in the literal sense. Here, this is understood as the organization of production abroad on conditions that are economically beneficial for enterprises, possibly with Chinese financial participation. No more. The closure of any plant in China is not expected. At the same time, Russia is generally not viewed as a priority area. It is rather from the field of "castles in the air".

Representatives of the largest Chinese media are going to get acquainted with the Krasnodar Territory

From April 11 to April 15, 2016, an information tour will take place for 10 representatives of the largest Chinese media and tour operators in the cities of Krasnodar Territory.

The information tour is organized by the National Tourism Office of Russia Visit Russia in China with the support of the diplomatic mission of the State Administration for Tourism of the People's Republic of China, the Ministry of Resorts, Tourism and Olympic Heritage of the Krasnodar Territory and the World Without Borders Tourist Association. According to the World Without Borders Association, Chinese tourists have become the leaders in entering our country, and the visa-free group tourist flow from China has increased by 87% compared to the results of 2014, exceeding the mark of 537 thousand trips. Correspondents and editors of the Xinhua news agency, Guangming Daily, China International Radio, China News portal and representatives of Chinese tour operators will get acquainted with the tourist attractions of the Krasnodar Territory, visit Krasnodar and Sochi, visit the school of gastronomy in Abrau-Dyurso and get acquainted with traditions of Russian winemaking. Tour participants will take a tour of the Olympic venues and will be introduced to the Rosa Khutor resort, which hosted the 2014 Winter Olympics alpine skiing, snowboarding and freestyle competitions. By the way, the resort is now adapting the service for Chinese tourists and has already introduced navigation in Chinese.

As part of the information tour, on April 13, the Ministry of Resorts, Tourism and Olympic Heritage of the Krasnodar Territory will hold a meeting with representatives of the Chinese tourist business and regional travel companies on the prospects for the development of visa-free group travel between Russia and China.
