Formation of a tourist product is aimed at creating popular and demanded tourist products and includes directly its development and promotion to the market.
Therefore, at all stages of the formation of a tourist product, it is necessary to take into account the complex nature of this type of service, because tourists purchase not just a set of services, but pursue a specific goal: to relax, sunbathe, improve their health, get a cultural program, etc. At the same time, a tourist product at the stage of acquisition by a tourist exists only in his imagination, therefore, the importance of various kinds of research and supporting materials is high. For example, a tourist pays not for hotel accommodation, but for new sensations and acquaintance with the unknown, therefore, it is necessary to study the impressions of other people from a particular hotel and submit reviews of previous guests.
Based on the results of the formation of a tourist product, it must correspond to its purpose, be provided in a timely manner, meet the criteria of complexity, comfort, aesthetics and ethics of personnel.
It should also be noted that the characteristics of the tourist product affect the perception of the service received by tourists and should be taken into account in the formation and development of tourist products.
The first stage in the formation of a tourist product is the search for ideas and the definition of a tourism object.
At this stage, ideas for a tourist product are selected based on information from consumers, competitors' products, proposals from travel agency personnel, and statistics of tourist trips. Therefore, the definition of a tourism object is a key stage in the formation of a tourism product.
The second stage in the formation of a tourist product is the selection of ideas, i.e. substantiation of the developed tourist product in order to find the most interesting and attractive ideas for tourists.
At this stage, the general concept of the tourist product is formed and the range of services included in it is determined. The selected idea is transformed into a specific project, which will be developed in the future.

Certification is a form of confirmation of compliance of objects with the requirements of technical regulations, provisions of standards, sets of rules or conditions of contracts carried out by a certification body (Article 2 of the Federal Law of December 27, 2002 No. 184-FZ "On technical regulation ").
Certification is carried out by a certification body, which is a legal entity or an individual entrepreneur, accredited (officially recognized by the accreditation body as competent to perform work in a specific area of conformity assessment) in the prescribed manner to perform certification work. Certification is carried out according to specially developed schemes.
The result of the certification procedure is the applicant's receipt of a certificate of conformity issued by the certification body.
Certificate of Conformity - a document certifying the compliance of an object with the requirements of technical regulations, provisions of standards, sets of rules or conditions of contracts (Article 2 of the Federal Law "On Technical Regulation").
Since a tourist product is a complex of transportation and accommodation services provided for the total price (regardless of the inclusion in the total price of the cost of excursion services and (or) other services) under an agreement on the sale of a tourist product, the issue of certification tourism product is considered on the basis of legislation on certification of services (Article 1 of the Federal Law "On the basics of tourist activities in the Russian Federation").
Prior to the adoption of the Federal Law "On Technical Regulation", certification of a tourist product was a mandatory procedure, and the provision of a certificate of conformity of tourist services with safety requirements was one of the main conditions for obtaining a license for tour operator or travel agency activities. From the date of entry into force of the Federal Law "On Technical Regulation" services are not subject to mandatory confirmation of compliance. Based on paragraph 2 of Art. 46 of the Federal Law "On Technical Regulation", mandatory confirmation of conformity is carried out only in relation to products. According to paragraph 1 of Art. 21 of the same law, works and services are subject to voluntary confirmation of compliance.
Voluntary confirmation of the conformity of a tourist product is a voluntary documentary evidence of the compliance of the provision of services with the requirements of technical regulations, the provisions of standards or the terms of contracts (Article 2 of the Federal Law "On Technical Regulation").
The procedure for confirming the conformity of a tourist product is carried out for the following purposes:
1) certification of compliance of services with technical regulations, standards, terms of contracts;
2) control of the safety of services for the environment, life, health and property of consumers;
3) assistance to purchasers in a competent choice of services;
4) increasing the competitiveness of services in the Russian and international markets;
Tourism is currently a very promising and profitable industry. A lot of money is spinning in this area of activity. The whole problem is that after the collapse of the Soviet Union,
