The Rating Information Communications Center together with the Otdykh v Rossii magazine conducted the third study on the tourist attractiveness of Russian regions, their tourism potential and popularity among domestic and foreign tourists.

The closure of Turkey and Egypt to Russian tourists allowed domestic resorts to reach maximum occupancy and receive super-profits. The resorts of the Krasnodar Territory and Crimea could hardly cope with the endless flow of tourists. After the "opening" of Turkey in the spring of 2017, many representatives of the tourism industry predicted a sharp decline in demand for our main tourist destinations on the Black Sea coast. Whether their expectations were justified and how the market participants behaved in this non-standard situation can be understood from the answers of the experts of the National Tourism Rating.

Russia still lives under sanctions, which hinder the full-scale development of tourism in Crimea, including attracting investment. The solution to the transport problem of Crimea (next year a new super-modern airport terminal in Simferopol is to be launched and traffic on a new bridge should begin) should give a powerful impetus to the development of the peninsula.

In October last year, Vitaly Mutko was appointed Deputy Prime Minister of the Russian government, and tourism was also in his area of ​​responsibility. Expectations of subsequent drastic changes in industry regulation were not confirmed: almost all officials retained their positions, but at the same time another powerful decision-making center in the government appeared. On May 13, Ryazan hosted the Tourism Coordination Council chaired by the Deputy Prime Minister, which was attended by all regional ministers of tourism. This was the first big meeting of the deputy chairman of the government with regional officials. One of the main topics was the preparation for the FIFA World Cup. Vitaly Mutko also announced that the Federal Target Program for the Development of Domestic and Inbound Tourism (FTP) will continue after 2018.

In June of this year, the Accounts Chamber of the Russian Federation announced that Rosturizm did not ensure the completion of any of the 16 tourist and recreational clusters planned by the FTP. The report states that “of the 16 clusters scheduled for completion in 2016, not one is fully ready. Out of 25 objects of supporting infrastructure, only 11. Out of 97 objects of tourist infrastructure to be commissioned, 29 have not been commissioned. " To this, Rosturizm said that “there is no such thing as putting a cluster into operation in the FTP. And in the report of the Accounting Chamber it is said about the clusters, which does not correspond to the real situation. The next auditors' report was published on November 1, 2017. It announced the results of checking the effectiveness of the use of budgetary funds in the creation and operation of tourist and recreational clusters in the Amur Region, the Republic of Sakha (Yakutia), the Lipetsk Region and the Republic of Buryatia. The conclusions are also disappointing: despite the investment of about 7 billion rubles. in the creation of tourist clusters, it has not yet been possible to achieve the expected effects.

The National Tourist Portal Russia also failed to achieve the declared indicators this year. ravel. And although the head of Rostourism Oleg Safonov promised that the number of portal visitors by mid-2017 will be at least 20 thousand unique users per day, and by the end of 2016 all materials on the site will be translated into English (in total, it was planned to translate into seven foreign languages ), at the moment the traffic of the portal is much lower than the declared indicators, and only a part of the texts has been translated into English.

In July of this year, a sensational law on resort fees was adopted (the Federal Law "On conducting an experiment on the development of resort infrastructure in the Republic of Crimea, Altai Territory, Krasnodar Territory and Stavropol Territory"). From May 1, 2018, in these regions, all tourists will be charged a fee for using the infrastructure. The resort tax cannot exceed 100 rubles, and in 2018 it cannot exceed 50 rubles. By December 1 of this year, the constituent entities should adopt their own laws on the amount and procedure for collecting the fee. The experiment will run until 2022.

Representatives of the tourism business strongly opposed the introduction of this tax, considering it opaque and harmful to the industry. So, already this year in the media there was information that in the Crimea "identity fraudsters approach vacationers with the requirement to pay the resort fee." Local authorities, especially municipal ones, on the contrary, are looking forward to when their budgets begin to be replenished with super profits. For example, in the Stavropol Territory, the collection rule will operate in four cities - Essentuki, Zheleznovodsk, Kislovodsk and Pyatigorsk, and the fee will be 50 rubles. According to the estimates of the regional authorities, it is assumed that in the first year it will be possible to collect about 181 million rubles, and in five years the income from the resort tax will amount to more than 1.2 billion rubles.

Another challenge for the industry was the bankruptcy of VIM-Avia. In September this year, the airline stopped flights due to financial problems. At the time of the shutdown of the company, there were 39 thousand tourists abroad who had tickets for VIM-Avia flights, and 1.5 thousand customers within Russia. Representatives of seven airlines agreed to transfer passengers using VIM-Avia tickets. For these purposes, 200 million rubles were allocated from the federal budget. Thanks to the prompt and coordinated actions of the authorities and business, this crisis was overcome. The Investigative Committee opened a criminal case on premeditated bankruptcy, the company's office was sealed, and its owners fled abroad.

Since summer, an active discussion of the concept of a new Federal Target Program for the Development of Domestic and Inbound Tourism for 2019–2025 began. The new concept proposed by Rostourism differs slightly from the previous one, although in general the same cluster approach has been preserved. One innovation that is most attractive to business can be singled out - subsidizing interest rates on loans for those who build tourist facilities, acquire new transport (buses, ships or wagons). If this norm can be defended and put into the budget, then this tool can really help small and medium-sized businesses - experts are sure. In total, 67 billion rubles of budgetary funds are requested for the new FTP.

Preparation for the most important sporting event for the country after the Winter Olympics in Sochi - the World Cup - has become the main task of this year for officials and the tourist industry. The construction of stadiums, roads, junctions, and supporting infrastructure - all this should help the regions hosting the championship games in the future to become powerful tourist centers. After all, hotels and stadiums built for the championship will have to be loaded somehow.
