Russia has begun to develop a new national project to support domestic tourism. Russian President Vladimir Putin approved this initiative, said Russian Prime Minister Mikhail Mishustin at a cabinet meeting.
Mikhail Mishustin noted that a difficult situation has developed in this industry, where millions of people are employed.
At the same time, the head of the Cabinet emphasized that this industry provides an opportunity for economic growth in regions, historical cities, rural areas, creates new jobs, including in small and medium-sized businesses, stimulates the development of more than 50 related industries, so now it is important to pay special attention to the preparation of a national project for the development of domestic tourism. The news agency, referring to Deputy Prime Minister Dmitry Chernyshenko, clarifies that the main priorities of the national project are, of course, “the integration and orchestration of all events of state, regional programs, national projects, federal projects, events that pay attention to the development of tourism and state support measures that are already and will be provided by the government. "
Recall that even before the idea of developing a national project appeared this year, the country took measures to support the industry, which was in a difficult situation during the coronavirus pandemic. As an example, two stages of the cashback program for traveling around the country can be cited. Both at the first and at the second stage, tour operators of the Kemerovo region applied for participation in this project with the hope that this would stimulate guests to visit the Kuzbass sights.
For the first time this year, the government has provided the tourism industry with grants for development and allocated 1.2 billion rubles. In total, more than four thousand applications were submitted for the competition from all over the country, including 77 from Kuzbass. Eight Kuzbass participants received grants totaling 19.6 million rubles.
The regional government has pondered how, in addition to federal initiatives, to support the leisure and hospitality industry in this challenging year. Governor Sergei Tsivilev signed a decree in the summer on the approval of comprehensive tourism development plans. They included several directions: domestic summer tourism in 2020, preparations for the opening of the winter season 2020-2021, and a number of other activities to increase the flow of tourists to Kuzbass. Funding in the amount of 42.4 million rubles is planned for the implementation of all ideas. At the same time, the expected result should be an increase in tax revenues to the consolidated budget of Kuzbass by 307 million rubles.
This year, for the first time, new unique measures to support the tourism industry will be implemented in Kuzbass. On the provision of subsidies to tour operators to reimburse part of the transport costs in the regional budget provides 2 million rubles. Another 15 million rubles will be directed to organizations and individuals who teach schoolchildren to ski and snowboard free of charge. The money will be used to compensate for the funds spent on the purchase of inventory and equipment.
Kuzbass is the first and so far the only region in Russia to provide subsidies for the development of snowmobile tourism last year. In 2019, 100 thousand rubles were allocated for these purposes, and this year - three million.
In addition, the budget has allocated 100 thousand rubles to support other projects in the field of tourism.

There are especially many images of moose on the Tomsk Pisanitsa. In ancient times, elk meat was used for food, and the skin, sinews and bones were used in economic activities. Among the anthropomorphic creatures depicted on the scribble are people with bird or animal features. Most likely, these are images of shamans. People are often shown in unusual positions: with legs bent at the knees or with arms outstretched to the sides. Some of them have rays from their heads. These "sun-headed" characters can illustrate deities or masked people. Shamans often made a mask from the skin of an owl, keeping its feathers, wings, and sometimes the head. Among the Siberian peoples, the owl is the personification of the deity of death and his messenger, the progenitor of the clan and the shaman's assistant during rituals. Unusually skillfully depicted on the rocks are other birds - duck, herons or cranes. They still meet in our places. On the island of the Gray Heron, which is located not far from the Tomsk Pisanitsa, this bird from the Red Book still lives. Another character of the Tomsk writings is a bear. The Museum of Ethnography and Nature of Gornaya Shoria is the hallmark of the Tashtagol region and presents the first exposition in the history of Russia, created in the early 1990s and entirely devoted to the traditional culture of the Shor people - the indigenous inhabitants of Kuzbass.
“The Shor ethnos began to form in the Kuznetsk Basin in the 5th century during the mixing of the local Kets and Samoyedians with the newcomer Türkic-speaking tribes. In the 15th century, the Dzungar feudal lords conquered the Shors and created a strong Dzungar Khanate. In the 17th century, the Cossacks came and in 1618 they included the land of the Shors into the Russian state. The traditional occupations of the Shors were hunting, fishing and gathering. Since ancient times they have been famous for metallurgy and blacksmithing. Back in the 16th century, caravans of merchants bypassed the iron-smelting furnaces of the Southern Altai, which were famous for blacksmith products, and followed them directly to the Kuznetsk Tatars - the ancestors of the Shors. They combined the skills of a versatile blacksmith, a gunsmith and a jeweler. The iron was of such good quality that it was even taken to Moscow, although the treasury suffered great losses due to long-distance transportation, ”said Nadezhda Shikhaleva, director of the Museum of Ethnography and Nature of Gornaya Shoria.
National holidays, theatrical excursions, weddings, traditional rituals with the participation of real shamans and master classes on cooking Shor national dishes are held in the museum.
The only museum of the GULAG camp in the Kemerovo region is located in the Ust-Kabyrza village of the Tashtagol region. An open-air exposition in the form of a typical logging camp is dedicated to the memory of victims of political repression.
“On the territory of the Tashtagol region there were several large camps - Gorshorlag, in the villages of Shalym and Sheregesh. They specialized in the construction of ore mines, railways and logging. In 1942, special settlements with dispossessed peasants and representatives of deported peoples, such as the Germans, appeared in Ust-Kabyrza. Our camp for prisoners sentenced to more than 5 years was organized in 1947. There were 300-350 men and women in it at the same time on political, administrative and criminal charges. Over the years, the regime and the category of prisoners have changed. From the mid-1960s, “political” prisoners began to disappear. The camp was closed only in 1995, ”says Ekaterina Iptesheva, director of the Trehrechye Museum-Reserve.
Rafting on the river, merchant tea drinking, "magic" gates, "Vernissage" - the list of what the region has to offer for an interesting pastime is endless. But not even all Kuzbass residents know about many places, and there is no question of the rest of the country. And getting to them is sometimes not easy.
The experts told the AiF in Kuzbass correspondent which places are worth visiting, and helped to understand what hinders the development of tourism in the region.
Mariinsk is one of the oldest cities in the region. It turns 300 this year. There is something to see there, and not only from a historical point of view. “For the summer season, we invite everyone to rafting down the Kiya River. The season usually opens from mid-June. But, of course, this year's start will depend on the situation with the coronavirus. We will start working when the order is given. Traditionally, groups of at least 15 people gather for the rafting. The journey lasts three days and two nights. All equipment, tents, food, etc. are provided to tourists. Rafting on catamarans in very picturesque places. Along the way, there are rocks Sharkii Zuba, Belokamenny reach - a unique biological monument of the region, then excursions to the waterfalls "Mironovsky", "Makarachek", "Fox Tears". This is an active holiday, but special physical training is not required, it is suitable for any tourist. Everyone must wear life jackets. And the section of the river itself is very convenient and safe, ”says Snezhana Karpova, a guide, an employee of the Historical Mariinsk Museum.
As Snezhana says, rafting participants are sometimes surprised: do we really live in such a beautiful land? Yes, there are no coal dumps and dust. But, of course, you cannot ignore the walks through the county town itself. “The bus tour starts at the entrance and continues to the city center. And this is the historical part, from there there is a walk. The distance is short, only about 900 meters, so it is convenient for both children and the elderly. On the way, we get to know the monuments of wooden and stone architecture. But we present them from an informal perspective: stories from the life of a district town in the late 19th and early 20th centuries, ”says the guide.
Snezhana Karpova advises to visit the Orthodox memorial chapel complex "Memory", which is located at the entrance to the city. It is dedicated to the memory of the victims of political repression, prisoners of Siblag. 1,250 cedars are planted on site, so you can get some fresh air. There is a chapel and gazebos. You can go to the city park - the oldest in the region. The trees were planted over a hundred years ago. This is a kind of mini-arboretum - cedars, pines, birches. There is an open exposition "The Land of Ancestors". In addition, sculptures from the Stalinist era have been preserved there. Their author and exact date of installation are unknown, but they are akin to those installed at VDNKh in Moscow in the late 1950s and early 1960s.
There are 249 cultural heritage sites in Prokopyevsk. The director of the city museum of local lore, Svetlana Gafarova, notes that it will be interesting for guests to see the buildings of the Palace of Culture. Artyom, music school named after. However, the Kemerovo region is known in Russia as a developed industrial region, and the most advanced travelers will definitely drop by the Kuzbass enterprises. For us, not used to such working conditions, the constant noise, heat from the furnaces and the persistent smell of melting metal seemed simply unbearable.
Here the guide speaks mostly on the doorstep: the workshops are too noisy. Therefore, the impression of a walk through the factory depends only on what you surprise with your own eyes.
Where is Sheregesh located? In a special region of Siberia - Gornaya Shoria. The ski resort is located on the slopes of four peaks: the Utuya, Zelenaya, Kurgan and Mustag mountains.
The area of the resort is quite extensive; there are 15 tracks for skiers, snowboarders and freeriders. The slopes are serviced by 18 drag, chair and gondola lifts. And, although a lot of tourists rest in Sheregesh, the queues for the ascent and descent, even in the peak season, are not very long.
The ski resort is divided into zones. Each sector has tracks of varying degrees of difficulty - from green to red and even black. There are almost no dedicated slopes for beginners. Typically, the blue and red slopes become flatter and flatter at the end, making them ideal slopes for beginner skiers and snowboarders.
There is a cross-country ski trail along the foothills of Zelyonaya Mountain, so there will be plenty of things to do for fans of classic skiing.
One of the great advantages of the Sheregesh ski resort in Tashtagol is the length of the season. Snow falls in Gornaya Shoria already in September, and finally falls by November. In spring, in April and early May, the sun is already shining hot, and the snow cover does not melt. Therefore, in the spring in Sheregesh you can see an amazing picture: skiers and snowboarders in bathing suits continue to conquer the snow-covered peaks!
Siberia is mountains, snow and frost, and, therefore, an excellent place for a ski resort. In the south of the Kemerovo region there is a sports and tourist complex Sheregesh - one of the most famous and popular ski resorts in Russia.
