On March 10, the first stage of applying for free vouchers to summer health camps for young Muscovites belonging to the preferential categories started. There are several children permanently residing in Moscow and belonging to the preferential categories to receive free vouchers. First of all, orphans and children left without parental care, children with disabilities and children with disabilities, children from low-income families, victims of armed and ethnic conflicts, environmental and man-made disasters, natural disasters and other categories (full see the list here). Children belonging to these categories can receive an individual voucher at the age of 7 to 15 years (except for orphans and those left without parental care, they can take advantage of the privilege up to 17 years old inclusive).

Adults accompanying a child (or children) of the above privileged categories can also count on a free ticket.
Orphans and children left without parental care, who are under guardianship, guardianship, including in a foster or foster family, at the age from 3 to 17 years can use a joint option of recreation. In addition to them, such vouchers can be obtained by children with disabilities (from 4 to 17 years old) and children from low-income families (from 3 to 7 years old).
There are two options for submitting documents for obtaining a voucher - through a personal appeal to Mosgortur and using the portal of public services. In both cases, the applicant must provide documents proving the identity of the child and his parent (or legal representative), insurance numbers of SNILS and documents confirming the right to benefits.
In some cases, they may be asked to provide the consent of one of the parents or guardians for the child to travel abroad, the child's passport, vaccination certificate and a certificate for visiting the pool. For a complete list of required documents, see here.
The applicant may receive a refusal if there is an identical application from him for the provision of a free voucher in the current year or in connection with the failure to provide a complete set of necessary documents. Also, a refusal will follow in the presence of an application or payment of compensation for the cost of a self-purchased voucher.

In summer, reports of accidents with "children's buses" come more often: on vacation, children are sent to camps, on excursions - they try in every possible way to take their leisure time. The safety of these trips depends on whether adults follow basic rules when organizing trips for groups of children.
As a rule, the most common means of transport for children on summer travel is the bus. On excursions, sports competitions, to recreation camps, etc., the children are taken in organized groups to them. An organized group is 8 or more children. It must be sent by a bus that complies with the regulations, which are described in the Rules for Organized Transportation.
The last amendments to the document were made in December 2016, after a terrible tragedy, when 10 children died in an accident near Khanty-Mansiysk and another 16 were injured. There was a sports acrobatics team on the bus that was returning from a competition. The investigators found that the school director did not send a notification to the traffic police about the group transportation of children, which is required by law. And the bus was on a regular basis. Bad weather was added to the violations, all of which together led to a tragedy.
To keep the risk to a minimum, the requirements for the transport of children are constantly being improved. But the potential organizers of such transportation constantly complain that these requirements are too strict, especially in the summer period, when the number of trips for children increases significantly, and it is difficult to comply with them. School directors, tour operators, representatives of regional authorities are groaning. And carriers who are unable to meet all the requirements complain that the law is too harsh.
In fact, these rules are simple and straightforward. If you complete all the documents on time, check the technical condition of the buses and do not save on professional drivers, the guys' journey will be not only pleasant, but also safe.
“To carry out an organized transportation of a group of children, you must have documents (see“ By the way ”) and a route card,” the First Deputy Chief of the Main Directorate of Traffic Safety of the Ministry of Internal Affairs of Russia, Police Lieutenant General Vladimir Shvetsov, explained to AiF. - The route program should include a timetable with the estimated travel time, places and times of rest stops. Buses with children must be accompanied by traffic police officers only if they move in a convoy of 3 or more vehicles. But for any organized transportation of a group of children, you must take permission from the traffic police to transport them. The notification of the upcoming trip must contain information about the company that organizes the transportation, the date of the trip, the route, the number of children indicating their age, the brand of the bus and its state number, the full names of the accompanying persons. The document must contain a notification from the traffic police that they are aware and do not interfere with the transportation of children.
Since 2015, a clause has been added to the rules for the transportation of groups of children that defines the requirements for bus drivers. Drivers will be allowed to transport children if they have a driver's license with an open category "D", have been driving a bus for at least 1 year out of the last 3 years, and there are no administrative violations during the year and there has been no deprivation of rights. All drivers are required to undergo a pre-trip instruction on the safe transportation of children and a pre-trip medical examination. The rules of passage are regulated by the Ministry of Transport and the Ministry of Health.
Mandatory technical inspection every 6 months and the presence of a diagnostic card confirming the serviceability of the vehicle. Each bus must have a tachograph that monitors the speed of the vehicle, the driver's work and rest hours. A satellite navigation system GLONASS must also be installed to be able to locate the bus. In addition, in all buses without exception, which carry children's groups, the seats must be equipped with regular seat belts.
There has been a long debate about the age of buses for transporting children's groups. It was planned that from July 1, 2017, a law would come into force that buses for such transportation should not be older than 10 years. But it looks like the timing of the entry into force of this rule will be postponed for the 5th time! At least, the director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport of the Russian Federation Alexei Bakirey recently announced that this issue was again discussed at a government meeting. The final decision has not yet been made.
