One of the segments of social tourism is wheelchair tourism. This is the largest uncovered niche in the Russian tourist market. Wide information access (mass media, Internet, advertising) has formed a steady demand for travel at affordable prices among people with physical and sensory disabilities. This is evidenced by the results of a foreign study conducted by the Open Doors Organization.
For example, in 2006, people with disabilities made 32 million tourist trips, spending more than $ 13.6 billion on travel ($ 4.2 billion on hotel accommodation, $ 3.3 billion on air travel, $ 2 , 7 billion for food and drinks and $ 3.4 billion for shopping, transportation, etc.). So, over the past 20 years, the number of tourists among citizens of retirement age has increased markedly. Today the most active tourists in European countries are people over 60 years old. This only confirms the rule - the presence of an abundance of various tourist services at affordable prices immediately increases the population's ability to pay with the same modest, low incomes.
In this regard, the subjects of the Russian tourism industry should pay attention to disabled tourists, directing investments in creating comfortable conditions for travel and recreation of this category of citizens: specially equip hotel rooms, train appropriate personnel, organize an escort service, create conditions for free movement (ramps, elevators, escalators) and the use of hygiene rooms, purchase specialized vehicles. And the most important thing is to diversify tourist offers by applying a soft pricing policy.
Social rehabilitation of persons with disabilities is the most important task of the International Convention on the Rights of Persons with Disabilities (adopted at the 61st session of the UN General Assembly on December 13, 2006), to which Russia joined in 2008. Its goal is to prepare disabled people for effective participation in standard socio-cultural situations, for expanding the sphere of independence in relations with others.
In this regard, today the socio-cultural rehabilitation of the disabled and the elderly is considered as a set of measures aimed at helping this category of citizens to achieve and maintain the optimal degree of their participation in interaction and communication with society. This most fully integrates them into society, thereby ensuring positive changes in the way of life.
One of the popular areas of socio-cultural rehabilitation of disabled people today is tour therapy - a socio-cultural rehabilitation technology, which is based on tourist and excursion activities.
The development of social tourism, the development of tourist programs, taking into account their accessibility for people with special needs - all this will create equal opportunities for the exercise of the right of disabled citizens to rest and their introduction to cultural values.
Tourism in the Khabarovsk Territory needs to be developed - this includes investments, jobs, and income to the treasury. But there is a group of people who cannot afford tourism in the usual sense. We are talking about the elderly and the disabled, who are locked in the four walls of their homes due to old age and illness. It is difficult for us, strong and healthy, to imagine such a thing, but many of these people did not see either the bridge over the Amur, or the new look of the station square of Khabarovsk, or the renewed city ponds. Although these have long been operating facilities. The organization of tourism for such people was thought of at the Center for Social Services for the Population of Khabarovsk.
A similar experience exists in Barnaul, where a regional social tourism program for the elderly and disabled is operating. But so far in our city this type of tourism is based on the enthusiasm of social workers, and we need a program for which it is possible to allocate funding from the regional treasury.
The project "Social tourism as a means of active life" has been implemented in the Odintsovo region for several years. My work as the head of the daytime department of the State Budgetary Institution of the Siberian Branch of the Moscow Region "Odintsovo Integrated Center for Social Services for the Population" made it possible, in the process of communicating with people of the older generation and conducting monitoring, to reveal their great interest in travel. Tourism is a very interesting and promising direction for improving the quality of life of the older generation. Today, not every Russian pensioner can afford to travel to interesting historical places in the Moscow region and beyond. And participation in the program will help to realize these dreams, and at the same time get a powerful charge of positive and cheerfulness. Indeed, among retirees there are many people who are energetic and curious, eager for vivid impressions and new discoveries, and tourism for them is one of the best ways to prolong active longevity. Social tourism for elderly citizens and disabled people is a new form of service aimed at maintaining health, organizing proper and useful rest, expanding the circle of communication according to interests, and increasing the efficiency of the body. Tourism creates an environment of full-fledged communication in which a person with problems interacts with different people, establishes social contacts and has the opportunity to fulfill various social roles. Tourism is a unique means of rehabilitation, it makes it possible for older people to fully communicate. Travel, new acquaintances, vivid unforgettable impressions - all this raises the mood and tone of a person, allows him to feel the fullness of life, tunes in a positive mood, gives strength in the fight against ailments. In the Odintsovo complex there is a 9-seater Ford passenger car, on which a cycle of excursion programs is carried out in the Moscow region and other nearby regions. Excursion programs operate in several directions. Educational tourism, which includes visiting historical and cultural attractions. The cultural and local history direction allows you to admire the natural monuments of your native land, to get acquainted with ancient folk songs and dances performed by folk groups. The Orthodox and ethnographic direction offers to get acquainted with the history, architecture, icon painting, craft traditions of Moscow and other regions; gives the opportunity to touch the origins of Orthodox culture, get acquainted with its traditions, values, heritage, take part in religious ceremonies. When planning excursion routes, I try to prepare and during the trip tell my wards about the history of this or that region to which we are heading.
Social tourism for the elderly is a new form of service aimed at preserving health, organizing proper and useful rest, expanding the circle of communication according to interests, and increasing the body's performance. The implementation of the project "Tourism as a means of active life" is carried out through three directions: The direction "Social tourism" is a cycle of excursion programs in the Yarkovsky district and the Tyumen region. In total, it is planned to organize five excursion programs: visiting places of cultural and spiritual heritage of the Tyumen region. Volunteers and activists of the Council of Veterans will be involved in attracting elderly citizens and disabled people. Elderly people themselves take part in the development of the Roadmap - the places they would like to visit. Direction "Virtual tourism". Today, not every pensioner can afford to travel, let alone those who, due to their age and state of health, do not even leave their homes. Therefore, for people with limited mobility, once a month, exciting events will be held under the name: "A virtual trip to the corners of Russia." The event will be attended by 30 elderly citizens with limited mobility. The specialists of the Yarkovskaya regional library prepared a multimedia presentation of the sights of the ancient Russian cities included in the Golden Ring of Russia. Virtual tourists will be able to make their old dreams come true, and at the same time get a powerful charge of positive and cheerfulness. Direction "Creative workshop". Most seniors and people with disabilities are creative people who create great work. Talented people need communication, the ability to convey the secrets of mastery. Workshop meetings will help older people to self-actualize, escape from problems, and overcome loneliness. Older people will significantly expand their social circle, new interests will appear. The labor instructor of the KTSSON of the Yarkovsky district, together with an activist of the Council of Veterans, once a month conducts master classes (making amulets, panels), gatherings at handicrafts. As a result of the project, it is planned to hold a photo exhibition - presentation "Tourism as a means of active life or parting words to the younger generation" and a round table "Promotion of social tourism among pensioners and disabled people." Senior citizens will hold a presentation of tourist excursions. The best parting word presentations will be published in the media.

The most active older tourists are residents of France and Cyprus, followed by Czechs, Greeks and Swedes. At the same time, the overwhelming majority of elderly tourists from Europe prefer not to travel abroad, but to rest in their countries. Especially - citizens of Greece, Italy, Portugal, Romania, Czech Republic and France. The exception is retirees from Luxembourg and Belgium.
In Russia, to stimulate tourism for the elderly requires the development of optimal solutions. One of these may be the development of special travel offers focused on the needs and interests of older people.
The potential for developing tourism for the elderly in Russia is great. We have many health resorts, cultural tourism facilities, and other opportunities sought after by older citizens.
It is important to offer a travel product that is comfortable for older consumers. And make it accessible. This problem can be solved using the capabilities of the "low" season.
In Russia, the “low” season is quite long. The load on tourist and transport infrastructures during this period is significantly lower. The business is interested in “loading up” it, increasing the overall profitability.
In turn, older people mostly show the greatest interest in off-season types of tourism - health-improving and cultural and educational.
The main indicator of the work of the Center for Social Services is the improvement in the quality and quantity of services provided to the population. The receptivity of an institution to innovation is an important condition for the effective operation of the Center for the provision of social services to pensioners, disabled people and other categories of citizens in difficult life situations.
Thinking about improving the quality and expanding the range of social services in the Center for Social Services, new programs, projects, methodological developments are being developed and implemented.
The institution pays great attention to the rehabilitation of the elderly and disabled. Sociocultural rehabilitation is one of the priority areas. Sociocultural activity has a huge arsenal of forms and methods of spiritual and physical development of the individual, it is able to optimize the vital activity of citizens of the older generation, to stimulate their creative abilities. The purpose of this activity is to increase active recreation, restore and strengthen the mental and physical health of the elderly, promote a healthy lifestyle, through various forms of pastime and raising their vitality. Tourism is one of the ways to achieve this goal.

Promoting a healthy lifestyle, involving older people in social activities, maintaining the interest of older people in various types of outdoor activities, increasing vital activity and the need for self-realization - these are the main tasks of the organization of "Social Tourism".
