The set of funds and measures aimed at protecting the rights of citizens of the Russian Federation, as well as meeting their social needs is called social protection of the population of Russia. Its problems in 2020 are still relevant, which is directly related to insufficient funding in this area, gaps in legislation and other aspects. Despite the difficulties, positive changes can be observed.
Social security appeared on the territory of Russia two centuries ago. Already from the very beginning, it meant the creation of a state system responsible for service, as well as material support for the elderly, sick people, large families. Funding came from receipts from the so-called. consumption funds.
Along with old-age and disability pensions, social security provided for the issuance of special benefits to women in childbirth, women caring for babies (up to 1 year old), citizens who suddenly lost their ability to work or a breadwinner. Programs were developed to create institutions such as homes for the elderly, orphanages. Over time, the initial functions of the social security system have been somewhat transformed, although the lion's share of its elements have migrated to the modern social security apparatus.
Social protection policy of 2020 should be understood as a system of legislative acts, measures and norms that are applied by the government to create favorable living conditions for citizens, guarantees of state support in case of increased social risks. The latter means the danger of circumstances that can potentially cause serious damage to a person's well-being due to factors beyond his control:
In 2020, the social protection system of the population will be based on a whole set of principles, including the targeting of guardianship, respect for the personality of each citizen, flexibility, legality, etc.
People with disabilities, the unemployed, orphans, retirees, single mothers, military veterans, single-parent families, etc. need special attention of social services. They are entitled to comprehensive assistance. Its essence is explained in the Federal Law of 17.7.999 N 178-FZ "On State Social Assistance" (revised 01.1.018):
"State social assistance - providing low-income families, low-income citizens living alone, as well as other categories of citizens specified in this Federal Law, social benefits, social supplements to pensions, subsidies, social services and vital goods" ...
In the Russian Federation, the Ministry of Labor and Social Protection is responsible for this area. Its strategy is carried out thanks to the functioning of the social protection authorities. In 2020, such organizations as the Association of Social Services, the Pension Fund, etc., operate in this area.
For the period of the coronavirus pandemic, the state, represented by the President, announced the introduction of new measures to support the population, which everyone has heard about. To begin with, we figure out on what principle the support is built in general.
First of all, it should be said that the state is engaged in targeted support of the population - i.e. gives benefits, benefits and payments not to all without exception, but to certain categories of citizens. This applies to social assistance to the population. And social protection is built much broader, it covers all residents of the country: this is compulsory health insurance, and minimum wages, and insurance charges of employers, etc.
Social protection is a whole system of measures aimed at creating conditions for the normal satisfaction of the important needs of citizens.
Social security, social security and social assistance are forms of social protection.
With regard to social assistance, by and large the entire population of the country can be divided into two groups: those who have the right to receive social support and those who do not. Due to the peculiarities of life in our country, these two groups can also separate, and there will be three groups:
This spring, due to the coronavirus, another group was added to these groups: those who are eligible for payments announced by the President.
It is not only the state that deals with social protection, but few people remember it.
Despite the fact that the colonial era of wars for plots of land is far in the past, dozens of conflicts over territorial affiliation still remain unresolved in the world.
Social benefits: who can count on help from the state, what measures are provided by the Russian government to support its own population, what additional residents of certain regions can claim, how and where to get the relying preferences, as well as other features of the procedure for issuing exemptions provided for by law.
