Now this support measure is provided only in some regions of the country, and it works by analogy with food ration cards: citizens in a difficult financial situation are provided with an electronic certificate with a face value of several thousand rubles through social security authorities, payment for which is provided from the regional budget. A social certificate can be obtained by pensioners, disabled people, families with children and citizens in a difficult financial situation and in dire need of social support. Who can get a social certificate in Moscow

The procedure for providing targeted social assistance to Muscovites is established by the Decree of the Moscow Government No. 215-PP dated 24. 3. 009. According to this document, a social certificate is issued:

  • for retirees ;
  • for veterans ;
  • for disabled people ;
  • for citizens who find themselves in a difficult life situation;
  • low-income families with children.

How to get a social certificate in Moscow

To receive targeted assistance, residents of the capital need to contact the local department of social protection or any center of public services "My Documents" and submit an application. You must have with you:

  • passport ;
  • a valid Muscovite card;
  • documents confirming the need: this may be a statement of income of the applicant, a document on disability, housing inspection certificate, etc.;
  • child's birth certificate;
  • pension certificate.

The appeal is considered by a special commission. Within 14 days, she makes a decision to provide assistance or refuse it. If everything is in order, a certificate of a certain denomination (the amount depends on the specific situation) will be written on the Muscovite's social card at the rate of 1 electronic point = 1 ruble, and the applicant will be able to pay in the stores participating in the program. If the applicant does not have a Muscovite social card, it will be made and issued within the timeframes stipulated by the regional program.

Depending on your life situation, you can ask for help several times a year. Social workers make a decision on the provision of a social certificate and its amount on an individual basis.

What is a social certificate?

Social certificate - a special document certifying the bearer's right to receive social services in a specific volume and on specific conditions. Introduced on the basis of Federal Law No. 189 "On the state order for the provision of public services in the social sphere", which entered into force on September 1, 2020.

The main feature of the Russian social certificate is that its recipient can independently choose the performers of social services. That is, they can be both public and private organizations.

Social certificates are electronic documents containing data:

  • The volume of services (defined in points: 1 point = 1 ruble), determined individually for each Russian region.
  • Place of receiving social services.

Who can get it?

Among recipients of social certificates:

  • low-income families with children;
  • low-income single people;
  • war veterans;
  • citizens with disabilities;
  • other people whose income, for reasons beyond their control, is less than the subsistence level established for the region of residence.

The decision to issue the certificate is made by the social protection authorities. For example, in Moscow, a family can receive it, where the income per person is no more than 1.5 times the subsistence level in the capital (17,129 rubles).

From September 1, 2020, new regions and cities will enter the system of personalized financing of additional education (PFDO) for children. Over 2.2 million certificates were issued in Russia last year. It is expected that by 2023 all regions will switch to a new model of personalized financing of additional education for children.

What is a certificate for additional education for children and what is it for?

The certificate for additional education for children was introduced in 2017. It allows children to receive additional education at the expense of budgetary funds and is issued within the framework of the federal project "Success of every child" of the national project "Education". Certificate holders can choose circles, sections, etc. from the list of continuing education organizations that are approved in the region.

Today, you can get a certificate for additional education for children in 42 regions of Russia. Among them - Moscow, Kaliningrad, Novgorod, Tambov, Tyumen, Kemerovo, Vologda, Lipetsk, Tomsk, Saratov, Volgograd, Sverdlovsk and Yaroslavl regions, Altai and Khabarovsk Territories, Khanty-Mansi Autonomous Okrug, the Komi Republic, North Ossetia-Alania and Mordovia, Udmurt Republic, Yamalo-Nenets Autonomous Okrug. Who is eligible for the certificate?

You can issue a certificate for a child aged 5 to 18 years living in a city or region participating in the program. At the same time, the financial situation, the number of children in the family or other social aspects do not matter.

How to get a certificate for additional education?

In order to issue a certificate for additional education for children, parents need to submit an electronic application on the PFDO portal.

To do this, open the "Get a certificate" section and enter your email address. After that, a letter will be sent to the specified address with a link to be followed. If applications are submitted for several children at once, then the same email confirmation link can be used for all of them.

By clicking on the link, you need to click on the link "Get a certificate", and then select the municipality. In the future, you must fill out an application and enter the child's personal data and parent's contact information. If the child is under 14 years old, you must indicate the details of the birth certificate. If the child has reached the age of 14, then you will need to indicate the number of his passport, as well as tick the box, which will confirm that the child is applying on his own.

After that, the applicant needs to choose a group of certificate for which the child is applying for, if necessary, indicate the address of registration (stay) in the territory of the municipality and confirm consent to the processing of personal data, the fact of familiarization with the terms of provision, use, termination validity of the certificate, as well as the regional rules for financing additional education by ticking the appropriate boxes.

Social certificate is a form of targeted assistance to those in need. That is, it is allocated not to all privileged categories of citizens, namely to those who really need it at a given time.

Circle of persons eligible for a certificate

The circle of persons entitled to such assistance from the Moscow Government, as well as its size (number of points), product direction and validity period of the social certificate, is determined in a collegial way when citizens apply to the social security departments at their place of residence. You can apply for social certificates for Muscovites:

  • retirees ;
  • large families;
  • disabled;
  • WWII veterans;
  • citizens in difficult life situations.

The main condition for receiving social benefits for the purchase of various goods is the subsistence minimum per family member (no more than 1.5 norms per person). Currently in the city of Moscow there is a living wage approved by the Moscow Government Decree of March 24, 2020 No. 220-PP "On the establishment of a living wage in Moscow for the IV quarter of 2019":

Children with a Moscow residence permit between the ages of 3 and 17 are entitled to free children's rest at the expense of the city budget. Only those who have applied for participation will be able to get there. The start of accepting applications from November 2, 2020 at 10:00. The application campaign takes place in two stages, at the first stage it is necessary to choose a month of rest and a region. At the second stage, a specific sanatorium or pioneer camp with arrival dates. The option is available to certain groups of citizens.

The voucher includes flight, transfer, accommodation at the selected hotel for a period of 14 days, five meals a day, animation and one excursion.

If a voucher is not needed, you can get a certificate for a child of 30,000 rubles and for an adult as well - 30,000.

Further, these 60 thousand go to pay for the rest of the child and the parent only through agencies that work with Mosgortur.

The adult certificate will be issued for the first time. In 2020, only 30 thousand were given out for organizing a child's rest.

Camp/certificate for children from to years old

Up to 15 years old, a child from Moscow can have one shift in the camp. The choice is also large, the sea coast is in the Krasnodar Territory and in the Crimea.

If the family is not ready to send the child alone to the camp, then you can get a certificate for him with a face value of 30,000 rubles. and pay for the rest of this child both in Russia and in Turkey.
