Kaluga Region is located in the center of the European part of Russia, southwest of Moscow. From the capital to Kaluga can be reached in 2.5 hours - by car, bus or express.

Two federal highways pass through the Kaluga region - M3 "Ukraine" and A130 Moscow - Warsaw. The railway service connects Kaluga with Tula, Smolensk, St. Petersburg, Bryansk.

In winter, the average temperature ranges from -8 ° C to -12 ° C. In the summer months, thermometers show about + 20 ° C. There is a sufficient amount of precipitation in the region. Also, spring frosts are not uncommon, which make this region a zone of risky farming.


Two years ago, the priority project “Formation of a comfortable urban environment” was launched in Russia. In the regions, centers of competence began to be created, the main task of which is the examination of projects, training of specialists and the introduction of standards of improvement.

One of the first in the fall of 2018 was the center of competence for the urban environment in the Kaluga region - "TOLK". The head of the center Alexander Tomashenko told about what has already been done and about plans for the future of Kaluga 24. v.

About the Competence Center

Our main activity is to carry out an examination of projects to create a comfortable urban environment, train specialists and implement standards of improvement, prepare Kaluga for its 650th anniversary.

However, the work of the competence center is not limited to Kaluga. We accompany the competition for the best projects for creating a comfortable urban environment in small towns and historical settlements, organized by the Ministry of Construction. We prepared twenty cities of the region for participation in the competition. I toured Balabanovo, Borovsk, Zhizdra, Lyudinovo - towns with a population of up to 30-40 thousand people. All of them are original, each has its own history and cultural code, differ in relief, environment, therefore, an individual approach was applied in working with them.

Last year, Tarusa won the competition, having received a grant of 30 million rubles from the federal budget. This time, nine applications went to the center from the Kaluga Region, and all of them were approved. Three cities apply for grants of up to 30 million, three cities - up to 50 and three - up to 80. The Ministry of Construction annually allocates 5 billion rubles to hold a competition and distribute grants for the improvement of the urban environment. Problems and Solutions

There is an abandoned car factory in Sukhinichi, and the main problem is that 3000 people living in the area of ​​the former enterprise are cut off from the main part of the city. Between them there is a large wasteland and a hippodrome, which is now also not used. In the evening, people return home along the unlit side of the road. When we arrived at the site and analyzed the situation, it turned out that an empty site was planned for a new microdistrict for the workers of the CHP, which is planned to be built in the future.

In order to completely change the situation, an "injection" of 50 million rubles is required. It is necessary to reformat the hippodrome into a sports complex, which the city desperately needs, as well as to create a lighted and well-maintained transit street. In this way, we will connect spaces within the city and create additional opportunities for residents.

Business will also not stand aside: there is a project to expand and improve the embankment of the Bryn River, on which the city stands. This is a favorite place of residents, and business is ready to develop it. In general, the development of the territory should be interesting not only for the city administrations, businessmen should have plans for it - then the spaces will “play” and be filled with people.

For example, there is a bus station in Yukhnov, which closes at 6 pm. But transit transport still stops on it - people get out, litter and leave. From an economic point of view, this is money passing by. Hence the task: to refine the territory, think over the functions, attract business and start earning. Even an investor is not needed here.

K aluga region is located in the center of the European part of Russia. Here are the Ugra nature reserve, the world's tallest meteorological mast, and the largest art park in Europe, Nikola-Lenivets. In the center of the region, the city of Kaluga, which is called the cradle of cosmonautics, there is the largest in Russia and the first in the world museum of space themes - Yuri Gagarin and Sergey Korolev participated in its creation.

Museum of the History of Cosmonautics. K. Tsiolkovsky Museum in Kaluga - the world's first and Russia's largest museum of space themes. Scientist Sergei Korolev and cosmonaut Yuri Gagarin participated in its creation, who in 1961 laid the first stone in the foundation of the building.

The museum was opened in 1967. The collection is based on exact copies of lunar rovers and artificial satellites, as well as objects that have been in outer space. In 1973, the exposition received a genuine copy of the Vostok rocket and space complex, which was in reserve during the launch of Vostok-1, the ship on which Gagarin conquered space. Today it can be seen on the territory of the museum.

Visitors will get acquainted with the history of aeronautics, aviation and rocket and space technology. The exhibits demonstrate the scientific heritage of the founder of theoretical cosmonautics and inventor Konstantin Tsiolkovsky. The guests will see samples of the technology of the future that the scientist has created: an airplane, an airship, a rocket and "ethereal settlements".

Art Park "Nikola-Lenivets"

The Nikola-Lenivets Landscape Sculpture Park is the largest art park in Europe. It is located around the village of Nikola-Lenivets, where today you can see more than 30 art objects of Russian and foreign authors.

The first exhibits on the territory of the future park appeared in 2000. Among them was the Snowmen project, unusual for Russian art of that time - a landscape installation made of snow, which symbolized the standing of the troops of the Grand Duke of Moscow Ivan III and the Khan of the Great Horde Akhmat on the Ugra River in 1480. This event put an end to the Mongol-Tatar yoke and marked the beginning of a new era in the history of the Moscow state. Soon after the Snowmen, an 18-meter Lighthouse with an observation deck was placed in the park, which became the symbol of Nikola-Lenivets.

In 2006, the Archstoyanie festival was held in the park for the first time. Today it is the largest international review of landscape expositions and installations made of snow, vines, firewood, hay. Thanks to the festival, five to six new objects appear in the art park every year. Among the most famous are the two-storey Rotunda building with 21 doors and the tallest art object - the 22-meter Beaubourg tower with an observation deck.

Ugra National Park

Ugra National Park was opened in 1997. It is located on the banks of the Ugra River, where in 1480 there was a standing of the Russian army and the troops of Khan Akhmat. More than 300 species of animals live here, including moose, wild boars, roe deer, muskrats and desman, listed in the Red Book of Russia. Of the rare plants in the park, you can see a snow-white water lily, a yellow egg capsule, a chillim water nut, as well as microscopic glowing moss and a relic fern centipede. In 2002, the Ugra National Park was given the status of a biosphere reserve under the auspices of UNESCO.

There are 300 historical settlements and cultural sites in the park. Among them are archaeological sites, ancient roads, places of military battles and noble estates. And also - the remains of six monasteries and more than 20 Orthodox churches. Stavropegial monasteries - Vvedenskaya Optina hermitage and Kazan Amvrosievskaya hermitage in Shamordino are considered to be the all-Russian shrines.
