At the beginning of February this year, the President of the Republic of Tatarstan Rustam Minnikhanov announced that the amount of funding for the tourism development program in the republic in 2015 will amount to 50 million rubles. The structure of these costs is still unknown. Recall that the target program for the development of the tourism market that was in effect until 2014 in the Republic of Tajikistan (adopted at the beginning of 2013) assumed a final increase in domestic and inbound flows in 2016 to 2.3 million people (optimistic forecast) or 1.8 million (pessimistic forecast). The authorities of the Republic of Tatarstan were also going to achieve the following targets in 2016: an increase in the volume of paid tourist services to 11.7 billion rubles (optimistic forecast) or to 9.5 billion (pessimistic forecast). The annual growth of the tourist flow in the Republic of Tatarstan at the time of the adoption of the program averaged 12%, except for the crisis year of 2008, when there was a decline. The figures of Rosstat (used in our material) and the figures of the target program drawn up then by the Ministry of Youth, Sports and Tourism of the Republic of Tatarstan are somewhat different. So, according to the latter, in 2008-2011, the growth of paid tourism services was as follows: 4.7 billion, 5.3 billion, 5.6 billion and 6.5 billion rubles. And according to Rosstat, the same ruler for years is as follows: 4.5 billion, 4.8 billion, 5.1 billion, 5.7 billion. There is a difference of 500-800 million rubles. However, as the newspaper Realnoe Vremya was told by the State Committee for Tourism, which, having gotten away from the Ministry of Youth, is now responsible for the development of tourism - the target indicators were changed in 2014, it is possible that this also affected the line of final indicators.

But even if we use Rosstat data, a sharp rise is noticeable in 2012, when the volume of sales increased by 20% (the previous year showed only 11% growth) and amounted to 6.8 billion rubles. The year of the Universiade, for obvious reasons, showed an even more impressive pace: the volume of sales of services in the tourism sector grew by 20.6%, amounting to 8.3 billion rubles. However, even a difficult year for the Tatarstan tourism market, 2014 did not show negative dynamics: the volume of sales of tourist services increased by another 20.5%, reaching an impressive figure of 10 billion rubles, refuting the predictions of "spiteful critics" that after the Universiade the dynamics will clearly subside.

Of course, the volume of sales was not slow to affect the hotel market, in particular on the number of persons accommodated in the "collective accommodation facilities of the Republic of Tatarstan" (which includes, we recall, both hotels and motels, sanatoriums with recreation centers and etc.). However, alas, just in the last year, 2014, it does not correlate with the growth in the volume of sales of services: in fact, the RT hotel market falls out of the overall positive dynamics, but nevertheless continues to show growth figures, albeit not high.
