- foreigners holding a residence permit in one of the member states of the European Union (EU), the Schengen Agreement, Andorra, Monaco, Vatican or San Marino, documented by relevant documents and traveling to a state from the above list; <

- holders of long-term visas issued by one of the EU member states or the Schengen agreement, heading to the respective state;

- medical staff, including health researchers and care professionals for the elderly, who are sent or returned to Spain to carry out their duties;

- personnel involved in the transportation of goods, crew members of ships and aircraft;

- diplomatic and consular personnel, employees of international organizations, military or humanitarian missions traveling to the country in order to carry out official duties;
