GOST R 56641-2015 gives the following definition of rural tourism: "Rural tourism - activities for organizing recreation in rural areas or in small towns in the absence of industrial zones and development with the provision of hospitality services in the private sector with the possibility of labor participation focused on the use of natural, cultural, historical and other resources, traditional for the area. "
Rural tourism is a fairly young direction of tourism for Russia and this type of recreation is not yet as widespread among Russians as abroad, where rural tourism is very popular. Interest in it is due to low costs and greater proximity to nature compared to other types of recreation. This direction of tourism in Russia has been noted since the mid-1990s, but since in Russia, unlike in Western Europe, there was no private farming, the development of rural tourism was hampered by the lack of an industrial base.
In 2014, the Ministry of Culture of the Russian Federation published a collection of successful projects "Rural tourism in Russia". Also in 2014, the Foundation for the Promotion of Agriculture Development "Single Center for the Development of Agriculture" developed an Internet portal and "Rosagrotourism. f "aimed at promoting the formation of a single market for services in the field of agritourism and increasing the investment attractiveness of the regions.
In 2015, by Order No. 151-r dated February 2, 2015, the Strategy for Sustainable Development of Rural Areas until 2030 was approved, according to which rural tourism is recognized as one of the tools for territorial development. Also in 2015, GOST R 56641-2015 "Services of small accommodation facilities. Rural guest houses. General requirements" was adopted, which defines the concepts and rules for organizing the activities of rural guest houses of estates, which may include mini-hotels, agritourism farms, fishermen's houses and hunter, huts, bungalows and other small accommodation facilities.
In 2016, the Ministry of Culture of the Russian Federation published the collection "Best regional practices for the development of rural tourism". Also in 2016, experts from the International Independent Institute of Agrarian Policy, under the leadership of the former Minister of Agriculture Elena Skrynnik, developed a draft Concept for the Development of Rural Tourism in Russia until 2030. The concept poses the tasks of optimizing the regulatory framework, creating a unified all-Russian association of rural tourism, systematic training of personnel, creating a federal intersectoral council for the development of rural tourism.
In 2018, an all-Russian seminar-conference on the development of rural tourism was held in Syktyvkar.
As of 2019, in 16 constituent entities of the Russian Federation, state support was provided for the development of rural tourism, in 7 constituent entities of the Russian Federation, "rural tourism" was introduced into regional legislation, in 7 constituent entities of the Russian Federation, programs for the development of rural tourism at the municipal level, there were about 10 thousand objects of rural tourism and more than 2 thousand event events were held in rural areas, there were 3 thousand guest houses in the format of rural tourism, a program for the development of rural tourism in the Russian Federation until 2025 was developed.
In 2019, by the Order of the Government of the Russian Federation dated No. 2129-r, the Strategy for the Development of Tourism in the Russian Federation for the period up to 2035 was adopted, which is aimed at the integrated development of domestic and inbound tourism in the Russian Federation by creating conditions for the formation and promoting a quality and competitive tourism product in the domestic and international tourism markets. This strategy states that within the framework of the implementation of state policy to stimulate the demand for tourism services for citizens of the Russian Federation, it is also necessary to ensure the development of rural tourism.
Also in 2019, a draft law on the development of agritourism was submitted to the State Duma of the Russian Federation. The bill proposes to introduce into the legislation on tourism in Russia the definition of rural tourism, the principle of double regulation of this area by the Ministry of Economic Development and the Ministry of Agriculture, and state support for agritourism. This bill was supported by the Public Chamber of the Russian Federation.
