State support for the construction of greenhouse complexes

More than 14 thousand farms and 184 agricultural cooperatives work in the Krasnodar Territory. For their development in the region there is a whole system of grants, subsidies and benefits. How has agriculture changed in five years and how to become a member of the support program?


Agriculture is historically one of the main spheres of activity in the Kuban. Today she is experiencing a rebirth. In addition to climatic features and favorable geographic location, state support contributes to the development of the agricultural complex. To be a farmer in 2020 means to be able to develop your business in a comfortable environment.

What has been done over the past five years for the development of agriculture in the Kuban:

- 233 peasant farms (PFs) received grants to support budding farmers (335.9 million rubles). This helped create at least 190 jobs.

- 60 peasant farms received grants for the development of family livestock farms (844.6 million rubles). This has created about 400 jobs.

- 236 peasant farms received a grant from Agrostartup (104.2 million rubles).

- 46 peasant farms received the Small Garden grant (137.2 million rubles).

- 21 agricultural consumer cooperatives received grants for the development of the material and technical base (574.9 million rubles). This will create at least 216 jobs.

- 18 start-up agricultural consumer cooperatives received grants for the development of the material and technical base (574.9 million rubles). This will open at least 216 jobs.

Since 2015, 113.7 billion rubles of investments have been invested in the agro-industrial complex of the region, about 200 large business agreements have been implemented and about 10 thousand new jobs.

A family farm is a farm that is created in accordance with the requirements of the law (Law No. 74-FZ of 11. 6. 003).

It can be in use or property, but the members of the household are necessarily relatives and take a personal part in economic activities. It is allowed to attract 5 seasonal (permanent) employees. If the farm has more than 100 head of cattle and takes part in the state program, the number of hired workers increases to 10 (see Personnel recruitment in the company's strategy).

Development of family livestock farms

The policy that was implemented at the end of the last century turned out to be a drag on agriculture. The situation normalized at the beginning of the 2000s thanks to state subsidies, loans, and insurance. The largest share of subsidies goes to livestock farms.

In the summer of 2012, the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets for 2013–2020 was approved. Its goal is to develop family livestock farms capable of providing residents with food and improving the quality of life of villagers.

A number of priority areas have been identified:

  • increase the competitiveness of agricultural products (see Types of Market Competition);
  • accelerate the process of replacing imported meat, dairy products, vegetables, fruits and berries (see Import Substitution for economic security of the country);
  • strengthen agriculture financially;
  • make production environmentally friendly;
  • increase the efficiency of agricultural land use, develop additional territories (see Small businesses will be allowed to buy out federal property: real estate and land);
  • begin the formation of innovative enterprises in the field of agriculture (see Innovations in agriculture).

Statistical data prove that over 4 years (2012-2016) the industry has been developing more intensively:

  • the volume of agricultural products production is growing (especially in poultry and pig breeding);
  • the volume of milk produced is increasing (due to the growth of livestock productivity);
  • the volume of long-term investments and short-term loans increased (88% of borrowed funds are provided by Sberbank and Rosselbank); (see Attracting foreign investors to Russia)
  • wages are growing, exports are growing and imports of agricultural products are decreasing.

The number of regions participating in the state program is increasing every year.

The implementation of investment projects involving the construction of greenhouse complexes for the production of greenhouse vegetables remains in the focus of potential investors.

In this regard, many investors are interested in the forms and types of state support for the construction of new greenhouse complexes. Particularly interesting is the reimbursement of a part of the direct costs incurred for the creation and (or) modernization of agricultural facilities (CAPEX).

Yield of greenhouse vegetables

The average yield of greenhouse vegetables has an upward trend.

At the end of 2019, the yield of greenhouse vegetables was 43.3 kg/m2, which is 54.6% higher than the level of 2013 (28 kg/m2).

Modernization and commissioning of new greenhouse facilities

At the end of 2019, new and modernized 275.1 hectares of winter greenhouses were introduced in Russia.

The total area of ​​greenhouses in 2019 increased to 2.7 thousand hectares (in 2013 - 1.9 thousand hectares). New greenhouses put into operation are being built using the latest technologies and are not inferior to the best foreign counterparts.

Russian agriculture is showing success. Their most important reason is the strong government support for this sector of the economy. A colossal amount of 240 billion rubles was allocated for the development of the agricultural sector in 2018.

A grant is a gratuitous targeted aid to an agricultural production enterprise. What does this mean?

First, there is no need to give the received amount to the state. The exceptions are cases when the head of a peasant farm was unable to disburse funds or tried to use them inappropriately.

Secondly, the funds received are disbursed in accordance with the submitted business plan. The consequences of detecting violations of this condition are extremely unpleasant (see the previous paragraph).

Such conditions may seem overly stringent, but it should be borne in mind that funds are actually issued by the state under the business plan. For a novice farmer, this help often means an opportunity to start a business or bring a farm to a qualitatively new level. It is desirable, of course, to have some equity capital - it increases the chances of approval of the application.

Funding is conditionally divided into 2 categories:

  • compensation for the funds already invested by the farmer in the purchase of agricultural machinery, fertilizers, development and modernization of the farm;
  • payments that the farmer can receive to buy animals, establish communication networks, purchase piece of land.

Monetary support is provided to both entrepreneurs and family farms that have registered private household plots or peasant farms.

The requirements for candidates applying for state subsidies are the same, regardless of how long the farm has been operating.
