Agricultural subsidies in Russia 2020: What types of subsidies exist, the terms of receipt, which documents will be required

from 5 to 15 thousand rubles will receive every Russian, rested at the domestic resort in 2021

In 2021, the New Government of the Russian Federation Mishoustina delivered Russians by its decision: 15 billion rubles were allocated for vacation for rest at allotment crortes. Every citizen of Russia will receive money, which rested in 2021 in domestic resorts.

Presumably the amount of compensation will be from 5 to 15 thousand rubles per person, depending on the tourist trip.

Consider in more detail what amendments were introduced by the government, and how they will help the Russians to save on vacation.

Legislative norms for compensation for rest costs

In early 2016, the Government approved the introduction of amendments to Article No. 255 and 270 of the Tax Code of the Russian Federation. According to these standards, from now on, Russia's residents may expect monetary compensation for expenses for the organization of recreation within the country.

According to the authors of the bill, the purpose of the document is as follows: <

@

  • Development of the Russian tourist base and popularization of domestic resorts;
  • development of social tourism and creating conditions for budget recreation;
  • improvement in living standards for People with medium and low incomes that refuse rest due to lack of funds.

Conditions for compensation for rest at the Russian resorts in the year

As stated in the amendments to the laws, from now on Russians can receive compensation for the amount spent on the recreation organization on the ticket, which was acquired in the travel agency. At the same time, funds can be returned solely for rest, organized within the country.

The maximum amount of compensation is 50,000 rubles per person. If compensation is due to a working person, then from the funds received, he is obliged to pay income tax in the amount of 13%.

What costs are compensable?

The state will compensate the Russians for part of their domestic holiday expenses in 2020. Prime Minister Mikhail Mishustin announced this today. The prime minister did not reveal many details of the new program, and the press mostly gives very scanty reports about this new measure. In fact, the details of the program are already known, and specialized travel sites are reporting them. Let's figure out the main details of compensation for tourists up to 15,000 rubles for holidays within Russia, which can be obtained in 2020.

Compensation - only for Mir card holders

A bit unexpected and paradoxical, although understandable condition. Compensation for domestic Russian holidays will be received by tourists who paid for the tour with a Mir card. If you do not have such a card, and you plan to apply for compensation, you should get it in advance.

The compensation program was developed by Rosturizm together with NSPK - the operator of the Mir payment system. Since the appearance of Russian plastic cards, the state has been rather aggressively promoting them using non-market methods. For example, state employees have long been obliged to use Mir cards, and more recently, pensioners.

Probably, this condition of providing compensation to tourists for holidays in Russia will also help Mir cards to slightly increase their market niche.

What trips will be compensated for and how to determine its exact amount

Compensation will be made for holidays in certain regions of the country on specific dates. We will provide a list of regions below. While other additional conditions.

Firstly, the duration of the tour must be at least 5 nights. Cost - from 25 thousand rubles. Boat cruises are also suitable for these conditions.

Secondly, the tour must be bought from tour operators via the Internet. Payment must be made in the same place, with a card of the "Mir" system.

The exact amount of compensation will depend on the cost of vacation:

  • RUB 5000 compensation - for a tour costing from 25 thousand to 50 thousand rubles;
  • 10,000 rubles. - for a tour costing from 50 thousand to 75 thousand rubles;
  • 15,000 rubles. - for tours more than 75 thousand rubles.

This is the maximum amount that can be returned to one bank card. Therefore, when traveling together, it may make sense to pay for each tour separately from different Mir cards.

Who in Russia today can receive a subsidy for farming?

Why subsidies for agricultural development are needed

Unfortunately, despite all the indulgences that officially exist for starting entrepreneurs, not everyone who dreams of their own business decides to do business in the field of agriculture. The fact is that in order to profit from farming, it is necessary to first make significant financial investments in the project, which not every Russian has.

Due to the sanctions, fewer foreign food products have entered the market, as a result, a deficit has arisen, which is planned to be filled through the efforts of domestic producers

Nevertheless, the issue of the need to saturate the domestic market with local food is very acute. The point, of course, is not only that the lion's share of the usual elements of the Russians' grocery basket was supplied from abroad, and now it is gone, but also that food prices have been established so high that not every resident of the country can allow yourself to eat well. Filling the market with regional farmers' products could reduce food prices and add assortment to Russian counters.

In view of all of the above, the state has decided to allocate funds from the country's budget, which go to finance problem segments of agriculture, and to carry out a number of other measures that can radically change the situation in the country. What measures are in question, see the following table.

Today, many different measures are being taken to stimulate the development of agriculture in our country

Table 1. What measures are being taken to stimulate the development of the agricultural segment of entrepreneurship in Russia.

MeasureDescription Adjustment of budgetary policy So, adjustment of budgetary policy is that government agencies allocate additional funds for the development of agriculture in the country. Funds are allocated in the following order: · the authorities analyze the priority of all areas requiring subsidies; · Further, a subsidy of interest rates is established for loans taken for the development of the agro-industrial complex in accordance with leasing agreements concluded in view of the need to obtain equipment for farm work. Budget subsidies These subsidies are allocated for targeted compensation for losses of agricultural enterprises that have suffered damage due to a poor harvest. Also, subsidies can be used to compensate for the lost funds to those farmers who did not increase the cost of products of high social importance. concessional lending Another measure of support for farming is concessional lending, which implies the provision of loans to farmers, whose funds will be used to equip the enterprise. As a rule, benefits are expressed in: · a small percentage accrued on borrowed funds; · A long period of return of borrowed funds. Development of specialized forms of insurance Another very non-trivial measure is the development of such forms of insurance that are able to protect the farmer in the event of unforeseen troubles, which in a normal situation can not only ruin the business, but also leave it to the organizer with losses. So, for example, they provide insurance: · from the death of breeding animals of the herd; · Damage to plants of cultural significance; · Spoilage of crops grown in areas of risky farming. In addition, a competent planning of the program of injecting finance into various segments of the agricultural sector is carried out by: · making forecasts regarding their further development; · Development of projects to provide assistance.

List of Priority Development Areas in Agriculture

In 2013, a subsidy program for agricultural producers began in our country, aimed at actively supporting their development

Since 2013, the country has been actively implementing a program aimed at supporting the agricultural sector of the economy. It is assumed that with the onset of 2020, this segment of the industry will be able to continue to behave independently, without additional support, and will constantly expand.
